Koch joins King & Spalding from the Securities and Exchange Commission (SEC), where he was an Assistant Director in the Division of Enforcement.

“Alec is a gifted attorney with fresh, senior SEC enforcement experience, high-level contacts across federal and state regulators, excellent judgment and the ability to get things done,” said Christopher Wray, head of King & Spalding’s special matters practice group. “Alec enhances our ability to handle the increasing number of government investigations of our clients, whether they are financial institutions or are in life sciences, healthcare, energy, or other  industries.”

During more than 13 years at the SEC, Koch supervised, conducted, and litigated investigations and enforcement actions relating to all areas of the SEC’s enforcement program, including matters involving broker-dealers, credit rating agencies, investment advisers, insider trading, public company accounting and disclosure, the Foreign Corrupt Practices Act, offering fraud,  and microcap fraud.

Koch has extensive experience working with the SEC’s other divisions and offices, as well as with FINRA, federal and state criminal authorities, and foreign securities regulators.

Prior to his departure from the SEC, Koch was a member of the Enforcement Division’s Broker-Dealer Task Force Steering Committee, which is responsible for developing and overseeing investigative initiatives regarding broker-dealers.

He also served as the co-chair of the Division of Enforcement’s Priorities and Resources Subcommittee.

In that role, Koch helped to conduct a review to evaluate the Division’s priorities and allocation of resources, and made recommendations that led to the establishment of the Division’s Financial Reporting and Audit Task Force, Microcap Fraud Task Force, and Broker-Dealer Task Force.

He also served on the Enforcement Division’s hiring committee for the SEC’s main office in Washington.

“I have known Alec for more than 30 years, and it is wonderful to welcome him back to the firm as our colleague,” said Wick Sollers, office managing partner of the firm’s Washington office. “He is not just a smart litigator, he also knows how to navigate enforcement issues unseen to the public, and how to provide thoughtful and practical advice to clients.”

Koch graduated cum laude from Georgetown University Law Center and from The University of Virginia.

Koch will work closely with the firm’s rapidly growing team of SEC enforcement attorneys which is anchored by Dixie L. Johnson in Washington, D.C., and Carmen Lawrence and William F. Johnson in New York, all of whom joined the firm in early 2014.

Koch joins the firm’s 100 lawyer strong government investigations practice which is made up of lawyers dedicated full- time to white-collar criminal defense, civil and regulatory investigations, and corporate internal investigations.

Led by Wray, the former Assistant Attorney General in charge of the Justice Department’s Criminal Division—the practice includes more than 40 former federal prosecutors and other enforcement officials, as well as lawyers who have devoted their entire careers to white-collar criminal defense.

Koch is the sixth partner to join the firm’s Washington office since the beginning of the year.

In April, the firm added Jacqueline Glassman to its tort & environmental practice and Gary Messplay, Sheldon Bradshaw and Kyle Sampson to its Food and Drug Administration and life science practice. In January, Stephen Vaughn joined the firm’s international trade practice.
